Senegal’s SODAV and Mali’s BUMDA Signed a Reciprocal Royalty-Collection Deal in Dakar. Two of the Five Outlets That Reported It Can’t Agree on One Signatory’s Title.

Deal sheet

Status
ANNOUNCED AS A SIGNING IN DAKAR ON 30 SEPTEMBER 2026, RENEWING AN OLDER ARRANGEMENT. NO FINANCIAL TERMS DISCLOSED, AND TWO SOURCE DISCREPANCIES LEFT UNRESOLVED. Senegal's SODAV and Mali's BUMDA, both national music collective-management organisations, signed a reciprocal representation agreement under which each will collect and protect the other's members' royalties in its own territory, since neither society has an office in the other's country. Five Senegalese outlets (APS, allAfrica's French service, Le Quotidien, SenePlus and EnQuête) reported the signing the same week, naming Aly Bathily as SODAV's signatory throughout. APS and allAfrica describe the agreement as a renewal of a reciprocal arrangement dating back to SODAV's predecessor, the Bureau sénégalais du droit d'auteur (BSDA), and tie it to a separate agreement SODAV says it signed with Côte d'Ivoire's BURIDA a few weeks earlier, which APS alone dates to 17 September 2026. No source discloses a collection rate, fee split or any other financial term.

Rights covered
ADMINISTRATION AND COLLECTION MANDATE ONLY, NOT OWNERSHIP. SODAV and BUMDA are collective-management organisations; neither owns any composition or master recording covered by this agreement. Sources
Agence de Presse Sénégalaise (APS), "Gestion du droit d'auteur: la SODAV et le BUMDA signent un accord de représentation réciproque," published 30 September 2026, naming signatories Aly Bathily (SODAV) and Yaya Sinayoko (BUMDA), the reciprocal-representation scope, the BSDA-era predecessor arrangement, and the 17 September 2026 BURIDA agreement. Fetched and read in full. · allAfrica's French-language republication of the same APS report, dated 30 September 2026, matching signatories, scope and the BURIDA reference. Fetched and read in full. · Le Quotidien (Dakar), 2 October 2026, confirming the signing, describing Bathily's proposal to extend a similar reciprocity template across UEMOA as a draft project, and placing the BUMDA delegation's visit between 28 and 30 September 2026. Does not independently confirm the BURIDA agreement's 17 September date. Fetched and read in full. · SenePlus, published 1 October 2026, confirming the signing and scope, but describing Yaya Sinayoko as BUMDA's 'président' rather than 'directeur général,' the only outlet checked to use that title. Fetched and read in full. · EnQuête, published 1 October 2026, confirming the signing at SODAV's Dakar offices, naming Sinayoko as director general, and describing the agenda (royalty collection, private-copying remuneration, document-deposit systems). Fetched and read in full. · SODAV's own website, checked directly for a press release or statement on the BUMDA agreement. None was found as of this record's publication; SODAV's public pages describe its 2016 creation and governance but do not mention BUMDA. · Afrobeats Wire's own directory profile of BURIDA, the Ivorian copyright office named in APS and allAfrica's coverage as the other party to SODAV's prior, separate reciprocity agreement. Not a party to this deal record; referenced for context only.

Read this before citing: This record relies on press coverage because neither SODAV nor BUMDA has published its own statement or the agreement text at a URL this desk could locate; SODAV's own website was checked directly and does not mention the agreement. Two specific points are unresolved and are stated as contradictions, not smoothed over. First, Yaya Sinayoko's title: three outlets (APS, allAfrica, EnQuête) call him BUMDA's director general; one (SenePlus) calls him its president. BUMDA's own listed website (bumda.cefib.com) was not reliably reachable to check its leadership page directly. Second, the exact date of SODAV's prior reciprocal agreement with Côte d'Ivoire's BURIDA: only APS and its allAfrica republication give a date, 17 September 2026, and no other outlet checked independently confirms it. No source discloses any financial or administrative-fee term for either agreement. No source states whether this agreement covers mechanical, synchronisation or streaming royalties specifically, as distinct from the public-performance and broadcast use ('concerts or in the media') that every account mentions.
