Nigeria: NCAA Urged to Overhaul Flight Disruption Reporting

Nigeria’s civil aviation regulator is facing calls from industry stakeholders to overhaul its domestic flight performance reporting after its August 2026 data showed 4,765 delayed flights out of 7,961 scheduled services. Public affairs analyst Bonaventure Phillips Melah argues that the Nigeria Civil Aviation Authority (NCAA) publishes raw delay figures without context, which he says misinforms travelers, harms airline reputations and obscures the systemic causes of delays.

The August report identified Air Peace and United Nigeria Airlines as having the highest absolute numbers of delayed flights. Melah contends that comparing large network carriers with operators running one or two aircraft on the same raw scale ignores basic statistical principles. An airline operating thousands of flights has greater exposure to disruptions, so ranking carriers only by total volume can make the largest operators appear the least reliable.

Reporting gaps and external causes#

The current framework does not account for delay duration or root causes, according to the analysis. A 20-minute safety hold caused by adverse weather is treated the same as a five-hour delay caused by an airline’s internal failure.

A substantial share of domestic disruptions stems from factors outside airline control. In August, aviation labour unions blocked access to departure terminals at major hubs in Lagos and Abuja, stranding passengers and disrupting schedules nationwide. Other external factors include:

  • Seasonal thunderstorms driven by the Intertropical Discontinuity that force air traffic controllers to ground aircraft
  • Inadequate airport infrastructure
  • Bird strike incidents
  • Runway congestion at peak hours

These bottlenecks fall under the administrative domain of aerodrome operators and safety regulators rather than individual airlines. When initial delays occur at primary hubs, they cascade through an airline’s remaining daily flight legs.

Proposed reporting reforms#

Melah called on the NCAA to adopt a transparent, cause-based reporting methodology. Future regulatory reports should:

  • Evaluate delays as a percentage of total flights operated
  • Segment disruptions by actual duration
  • Explicitly differentiate airline-attributable failures from system-induced disruptions such as bad weather, infrastructure deficits or industrial actions

He said consumer protection and strict oversight remain essential, but regulatory communication must be balanced to support the growth of local aviation businesses. Drawing a parallel with the supervisory style of Nigeria’s Minister of Aviation and Aerospace Development, Festus Keyamo, Melah urged the NCAA to act as an encouraging industry regulator that holds operators accountable while safeguarding the credibility of Nigeria’s domestic aviation sector.
