Deal sheet
- Status
- A seven-week pilot, not a settled national programme. BUGADA and GMC-SA signed their agreement on 30 April 2026 in Abidjan and BUGADA announced it publicly on 5 May 2026; the pilot began shortly after in Libreville, and no source checked for this record states its outcome or whether a wider rollout followed. No financial terms, in either direction, have been disclosed by either party.
- Type
- Licensing
- Parties
- Bureau Gabonais du Droit d’Auteur et des Droits Voisins, General Management Corporation (GMC-SA)
- Amount
- Not applicable (no amount disclosed) Not disclosed. No source read for this record gives a contract value, a fee GMC-SA is paid, or a cost figure for the pilot beyond BUGADA covering unspecified "technical and logistical" costs while GMC-SA covers deployment, data processing and reporting.
- Rights covered
- A monitoring-service contract, not an ownership, licensing or publishing transfer. BUGADA is Gabon's statutory copyright collecting society; it already held the legal authority to collect and distribute royalties for music played in public venues before this agreement, and this record does not claim GMC-SA owns, licenses or administers any composition or master recording. GMC-SA supplies audio-fingerprinting hardware ("beacons") and a data-analysis service that identifies which songs play, where and how often; BUGADA is then meant to use that data inside its own existing distribution process. No exclusivity, duration beyond a seven-week pilot, or national-rollout commitment is stated in any source.
- Territory
- Gabon (pilot phase, Libreville); GMC-SA has separately contracted with Burkina Faso's BBDA (signed 17 May 2024). Corrected 2026-11-04: an earlier version of this field also named Togo as a contracted territory. Re-checked against primary sources this date, that was wrong. BUTODRA's own communique of 16 October 2024 (butodra.tg) records a presentation of the GMC balise in Lome on 15 October 2024, not a contract, and Togolese trade reporting the same day states "Apres cette presentation, le BUTODRA et la societe GMC vont engager des discussions pour aboutir a la signature d'un contrat". No signed BUTODRA/GMC-SA contract could be found in any source, and BUTODRA's own site carries no mention of GMC or the balise after October 2024.

- Gabonreview, "Droits d'auteur : le Bugada entre dans l'ère de la surveillance intelligente des diffusions musicales," published 11 May 2026, describing the BUGADA-GMC-SA partnership, the audio-fingerprinting beacon technology, the division of costs between the two parties and the seven-week Libreville pilot. Fetched and read in full. · Gabonmediatime, naming the signing date (30 April 2026, Abidjan) and the two signatories: BUGADA director general Gildas Borrys Ndong Nang and GMC-SA president Salif Traoré ("A'Salfo"). Fetched and read in full. · TheGabon, independently corroborating the technology and pilot details but naming Gabon's ministers of culture (Paul Ulrich Kessany) and tourism (Pr Marcelle Ibinga-Itsitsa) as present, not Ndong Nang or Traoré, a discrepancy this record does not resolve. Fetched and read in full. · Gabonreview, reporting culture minister Paul Ulrich Kessany's 5 June 2026 statement that only 14 "acteurs culturels" are currently registered with BUGADA, his description of a "crisis of confidence" between artists and the institution, and his framing of the GMC-SA data as the basis for ending flat-rate payouts in favour of usage-based ones. Fetched and read in full. · Gabonactu, reporting that BUGADA paid 613 artists (456 members, 157 other registered non-members) on 2-4 April 2025, funded by a 70 million FCFA presidential endowment plus 32.85 million FCFA in 2024 royalty collections, the first such payment since 2018. Fetched and read in full; cited here because its beneficiary count sits in tension with the minister's later "14 registered" figure, not because it describes this deal. · IBS News, dated 17 February 2026, establishing that GMC-SA's first collecting-society partnership was with Burkina Faso's BBDA, signed 17 May 2024 at the FEMUA16 festival, and quoting A'Salfo: "Aujourd'hui, la révolution est en marche." Fetched and read in full. · AfricaRadio, published 18 May 2024, independently corroborating the BBDA/GMC signing, naming BBDA director general Patrick Léga and engineer Cheick Sylla, and reporting that Benin and Senegal's collecting societies were named as possible next adopters (no confirmed agreement with either has been found since). · Côte d'Ivoire's official legal-notices gazette, the incorporation filing for General Management Corporation (GMC-SA): a société anonyme registered 7 April 2023, capital 100,000,000 FCFA. Fetched and read in full; GMC-SA's legal existence and capital rest on this filing, not on any statement by the company itself.
Read this before citing: This record rests entirely on Gabonese, Ivorian and Burkinabè trade and national press; neither party's own site could be used. GMC-SA's own site, gmc-sa.info, returned no DNS resolution on a direct fetch (checked 2026-11-03) and could not be read. BUGADA's own site, bugada.ga, is a JavaScript single-page application whose fetchable HTML carries only a page title and meta description, no retrievable news or press content, so it could not confirm or add to the trade-press account either. Two further points are reported as unresolved, not smoothed over. First, accounts of the 30 April 2026 signing disagree on who was present: Gabonmediatime names BUGADA director general Gildas Borrys Ndong Nang and GMC-SA president Salif Traoré (A'Salfo); TheGabon instead names Gabon's ministers of culture and tourism, without mentioning either. Second, BUGADA's own numbers on how many artists it serves are themselves inconsistent across time: a 2 April 2025 payment round covered 613 people, while Gabon's own culture minister said on 5 June 2026 that only 14 "acteurs culturels" are currently registered with BUGADA. No source read for this record reconciles whether "registered" and "paid" describe the same population, and no source gives a contract value, fee, revenue share, exclusivity term or renewal date for the GMC-SA agreement itself. GMC-SA's own shareholding structure beyond its presidency under Salif Traoré (A'Salfo) could not be established from any document read; Côte d'Ivoire's companies registry (RCCM) filing used for this record names the company's capital and legal form but no individual shareholders. CORRECTION, 2026-11-04: this record previously stated in its territory field that GMC-SA had contracted with a collecting society in Togo. That claim has been withdrawn. Fresh checks against BUTODRA's own newsroom (butodra.tg, communique dated 16 October 2024) and three Togolese trade reports of the same event establish that the 15 October 2024 Lome event was a product presentation to BUTODRA, its board representatives and the culture ministry's chief of staff Franck Missite, attended by GMC-SA chief executive Salif Traore (A'Salfo) and BUTODRA director general Komla Edjidomele, after which contract negotiations were still to begin. The Togolese sources also conflict with each other on deployment: one states the tool was already "dans sa phase pilote au Togo" and in use in Benin, Burkina Faso and Cote d'Ivoire, while another states only that Cote d'Ivoire, Burkina Faso, Benin and Senegal "ont deja annonce leur interet". Those claims are not reconciled by any source read. Separately, Togolese reporting expands the GMC acronym as "Gestion de la Musique dans les Communautes", which conflicts with the company's registered name, General Management Corporation, as filed in Cote d'Ivoire's legal-notices gazette and as given on BUTODRA's own communique.
