The agreement does not touch a single master recording. MusicBrainz’s own rights registry shows Ramadan’s catalogue has carried at least nine different label credits since 2018, and nothing in MusicNation’s mandate changes any of them.
What the agreement actually does
MusicNation describes itself, in its own press release, as “the UAE’s premier collective management organization,” licensing the rights of authors, publishers, sound recording owners and performers inside the country, with a scope that “includes neighboring rights for sound recordings, public performance rights and mechanical reproduction rights for musical works.” Under the new agreement, MusicNation will handle the collective management and neighbouring rights tied to Ramadan’s catalogue: identifying what is owed to him when his recordings are played, broadcast or otherwise exploited under the UAE’s collective licensing regime, and collecting and remitting that money. Mohamed Ramadan is quoted welcoming “a professional and internationally connected framework that can keep pace with the scale of today’s industry.” Rasha Khalifa Al Mubarak, MusicNation’s Chairwoman and Founder, is quoted welcoming him to “a modern rights management ecosystem designed for the global music industry.”
None of that is a label deal, a publishing deal, or a sale. A neighbouring rights collection mandate is the same legal shape whether it sits between two societies, as it typically does, or, as here, directly between a society and an individual artist: it authorises collection and distribution of a defined royalty stream, and it stops there. MusicNation’s release names no term, no exclusivity clause, no commission rate and no effective date beyond the announcement itself. It does not claim to represent Ramadan’s publishing, does not claim any right to license his masters to a third party, and does not claim ownership of anything.
The catalogue this doesn’t touch
What makes the distinction worth drawing out is the shape of Ramadan’s own recorded catalogue. A MusicBrainz query for his artist entry, MBID 53964800-5093-4e97-960b-16dcdd0a1710, listed as an Egyptian singer born 23 May 1988, returns 53 releases. A sample of the first 25 carries label credits spread across at least nine different names: Rotana and Rotana Music, Victory Link, Mazzika Group, Digital Sound, Beltone Records, Universal Arabic Music, Zain Records and Theramin Music, alongside several releases with no label credit recorded at all. That spread is typical of a MENA pop and film career built across two decades and several distribution eras rather than evidence of any single irregularity, but it means there is no one master owner for MusicNation’s new mandate to sit next to. Whatever rights sit with Rotana, or with any other credited label, over any specific recording are untouched by a neighbouring rights collection agreement signed in September 2026. What checks out beyond the UAE, and what does not

Signing with a collective management organisation, wherever an artist is based, changes how a defined royalty stream gets collected and paid out. It does not consolidate a scattered catalogue, does not resolve which company holds which master, and does not need to: a CMO’s job sits downstream of ownership, not in place of sorting it out. An artist, or an artist’s manager, reading an announcement like MusicNation’s should come away knowing exactly one new fact: who is now collecting a specific royalty stream. Everything about who owns the underlying recordings remains exactly as unsettled, or as settled, as it was the day before the announcement ran.
